What it is
The annual unemployment rate is the share of jobless people in Azerbaijan's labour force. It is published by the State Statistical Committee and is the main gauge of the labour market and the economy's ability to create jobs.
How it's calculated
Estimated from labour force surveys and records using ILO criteria: a person is counted as unemployed if jobless, available to work and actively seeking. Reported annually, it measures the average state of the labour market over the year.
Market implications
It reflects the dynamism of Azerbaijan's economy, heavily dependent on oil and gas. A strong labour market boosts consumption and income; employment and diversification beyond hydrocarbons are key variables for fiscal policy and the Central Bank of Azerbaijan.
Limitations
Its annual frequency limits its ability to capture fast turns in the cycle. It is worth distinguishing whether the rate moves with labour demand or with changes in the labour force, and the large share of informal employment can lead it to understate true joblessness.
