What it isMeasures the number of new homes on which construction began in Canada during the month, expressed as a seasonally adjusted annualised rate (SAAR): the seasonally adjusted monthly figure is annualised by multiplying by twelve. It is compiled by the public housing agency CMHC.
How it's calculatedCMHC gathers construction starts through its Starts and Completions Survey in urban centres of 10,000 or more, plus estimates for rural areas. The figure is seasonally adjusted and annualised (SAAR = seasonally adjusted monthly value x 12).
Market implicationsA key leading indicator of residential investment and construction activity, highly sensitive to mortgage rates and Bank of Canada policy. A strong reading points to more construction spending and jobs; a weak one to a cooling housing market. It is watched for its impact on the Canadian dollar and rate expectations.
LimitationsIt is very volatile month to month, especially the multi-family component, which is prone to one-off large projects; it is subject to revision, and the SAAR annualisation amplifies small changes in the underlying monthly figure.
