What it isFrance's Harmonised Index of Consumer Prices (HICP) is an inflation measure built with Eurostat's common methodology for the whole European Union, allowing prices to be compared across countries and euro area inflation to be computed. It is published by INSEE.
How it's calculatedIt is computed from the prices of a basket of goods and services weighted by household spending, following Eurostat's harmonised classifications (COICOP). It differs from the French national CPI in the treatment of certain items, such as owner-occupied housing.
Market implicationsIt is the reference index the European Central Bank uses for its price stability objective, making it decisive for euro area monetary policy. As France is the bloc's second-largest economy, its HICP carries weight in the aggregate reading.
LimitationsBeing harmonised, it does not capture every feature of national consumption (notably the exclusion of owner-occupied housing), so it can diverge from the French national CPI.
