About two and a half months after the reference month.
What it is
Counts the dwellings that German municipalities authorise each month, covering both new builds and work on existing buildings. It is the first link in the residential construction chain: months pass between permit and completion, so it anticipates housing investment and construction employment.
How it's calculated
Count of the dwellings covered by permits granted, collected by the Länder statistical offices and aggregated by Destatis. It is not an index: it is the number of dwellings.
Market implications
A sustained fall warns of less construction activity a year later, with knock-on effects on employment and housing supply. It is watched mainly as a gauge of the German property cycle and of the sector's sensitivity to interest rates.
Limitations
A permit does not guarantee building: when rates are high or costs spike, a good share never gets built. It is also very erratic month to month, since a single large project moves the total, so it is better read as a multi-month average.
