What it is
Measures the total gross debt owed by Hungary's general government (central government, local government and social security) to its creditors. Compiled by the Central Statistical Office (KSH) and the central bank (MNB) under the Maastricht definition, it is reported both in absolute terms and as a share of GDP.
How it's calculated
Compiled under the Excessive Deficit Procedure (EDP debt) by summing debt securities, loans and currency and deposits at nominal value, consolidated across subsectors. Eurostat publishes the debt-to-GDP ratio on a quarterly and annual basis.
Market implications
A high or rising ratio pressures the government's funding costs and fiscal room for manoeuvre, and is watched closely by markets and rating agencies. For Hungary, an EU member outside the euro, it also shapes the convergence path and MNB policy on the forint.
Limitations
It is a low-frequency series subject to revision alongside the national accounts. The ratio depends on both the debt stock and nominal GDP, so it can shift with inflation or growth even when underlying borrowing is unchanged.
