What it is
Measures the balance of Kazakhstan's public accounts: a deficit occurs when government spending exceeds revenue over the year, and a surplus when the reverse holds. It is published by the Ministry of Finance and is expressed as a share of GDP.
How it's calculated
Derived as the difference between government revenue and expenditure over the fiscal year and set against nominal GDP. The balance is often analysed both including transfers from the sovereign oil fund and excluding them (the non-oil balance).
Market implications
The fiscal balance depends heavily on oil revenue and on drawings from the National Fund. A wide deficit or a weakening non-oil balance pressures the tenge and macro stability; the National Bank of Kazakhstan keeps it in view.
Limitations
It is a low-frequency, revisable figure. Heavy reliance on oil prices and sovereign-fund transfers distorts the headline balance; the non-oil balance gives a cleaner picture of the underlying fiscal position.
