What it is
Government gross debt measures the total outstanding liabilities of Luxembourg's general government owed to its creditors. It is reported in absolute terms and as a share of GDP; in Luxembourg the level is among the lowest in the euro area.
How it's calculated
Eurostat and Luxembourg's STATEC compile it as Maastricht (EDP) debt: securities, loans and deposits of general government, consolidated and at nominal value, set against GDP. Released quarterly and annually.
Market implications
Luxembourg's low debt underpins its 'AAA' rating and its status as a safe-haven issuer in the euro area; changes in the path interest the ECB, markets and rating agencies, even though the country's fiscal room is ample.
Limitations
It is a low-frequency figure, revised with the national accounts. Given the outsized financial sector relative to the economy, using nominal GDP as the denominator can distort comparisons of the ratio with other countries.
