What it is
Government gross debt measures the total outstanding liabilities of Malta's general government owed to its creditors. It is reported in absolute terms and, chiefly, as a share of GDP to assess the sustainability of the public finances.
How it's calculated
Eurostat and Malta's NSO compile it as Maastricht (EDP) debt: securities, loans and deposits of general government, consolidated and at nominal value, set against GDP. Released quarterly and annually.
Market implications
For a euro-area member, Malta's debt trend feeds into the sovereign spread, issuance costs and fiscal headroom, within the EU fiscal rules. It is watched by the ECB, markets and rating agencies.
Limitations
It is a low-frequency figure, revised with the national accounts. As a very small economy, the ratio can move sharply on one-off operations or swings in nominal GDP without any underlying change in borrowing.
