Release
The SHCP publishes Public Finances and Public Debt around the 30th of the month following the reference month.
What it is
The federal fiscal balance (public balance) is the difference between the revenues and the spending of Mexico's budgetary public sector in the month. A negative figure means a deficit (the government spends more than it takes in) and a positive one, a surplus.
How it's calculated
The Ministry of Finance (SHCP) publishes the year-to-date public balance in millions of pesos; the monthly figure is derived as the difference between the current month's cumulative total and the previous month's, resetting each January.
Market implications
A wider-than-expected deficit raises financing needs and public debt and can weigh on the sovereign rating and the peso; fiscal discipline is closely watched by markets and rating agencies.
Limitations
The monthly balance is highly seasonal (tax revenues cluster in certain months and spending towards year-end), so a single reading tells you little: what matters is the cumulative path against the annual target.
