What it is
Government gross debt measures the total outstanding liabilities of Moldova's government owed to domestic and external creditors. It is reported in absolute terms and as a share of GDP to assess fiscal sustainability.
How it's calculated
The figure comes from Moldova's Finance Ministry and IMF estimates: the sum of government bonds, loans and multilateral credits set against nominal GDP. A large share is concessional external debt. It is an annual figure.
Market implications
As a small economy reliant on external aid, Moldova's debt path shapes its access to multilateral financing, borrowing costs and the stability of the leu. It is monitored by the IMF and international donors.
Limitations
It is an annual, revisable figure with a large external-debt component: the ratio is highly sensitive to the leu's exchange rate and to swings in nominal GDP, more than to net new borrowing.
