What it is
Measures the total gross debt owed by Montenegro's government to its domestic and external creditors. Published by the Ministry of Finance and the statistics office (MONSTAT), it is reported in absolute terms and as a share of GDP.
How it's calculated
Calculated by summing government liabilities (issued securities and loans), distinguishing domestic and external debt. As an EU candidate that uses the euro unilaterally, it is moving towards Maastricht-comparable standards; the debt-to-GDP ratio is the usual reference.
Market implications
In a small economy with externally financed projects, the level and path of debt are critical for market access, the rating and negotiations with creditors. A deterioration pressures the sovereign risk premium.
Limitations
It is a low-frequency, revisable series with high external-debt exposure. The ratio depends on nominal GDP, so it can move with growth without a change in the actual debt stock.
