What it is
Measures the total gross debt owed by the Netherlands' general government to its creditors. Compiled by the statistics office (CBS) and Eurostat under the Maastricht definition, it is reported in absolute terms and as a share of GDP.
How it's calculated
Compiled under the Excessive Deficit Procedure (EDP debt) by summing debt securities, loans and currency and deposits at nominal value, consolidated across subsectors. Eurostat publishes the debt-to-GDP ratio on a quarterly and annual basis.
Market implications
As a founding euro-area member with a AAA rating, Dutch debt serves as a safe-asset benchmark within the bloc. A contained ratio underpins fiscal room and its role as a benchmark against peripheral debt; its path is watched through the lens of the Stability and Growth Pact.
Limitations
It is a low-frequency series subject to revision alongside the national accounts. The ratio depends on nominal GDP, so it can shift with inflation or growth even when underlying borrowing is unchanged.
