What it isNorway's Harmonised Index of Consumer Prices (HICP) measures the change in the prices of goods and services bought by households. It is compiled by Statistics Norway (SSB) using Eurostat's common methodology, allowing Norwegian inflation to be compared with the EU and the euro area.
How it's calculatedIt is built on a consumption basket weighted by household spending, following Eurostat's harmonised classifications (COICOP) with a common base year, and reported as year-on-year and month-on-month changes (%). It differs from the national CPI (KPI) in the treatment of certain items.
Market implicationsNorway is not in the euro area: its central bank, Norges Bank, sets rates with a focus on the national underlying CPI (CPI-ATE) rather than the HICP. Even so, a high inflation reading reinforces expectations of higher rates and tends to support the Norwegian krone.
LimitationsBeing harmonised, it does not capture every feature of Norwegian consumption and can diverge from the national CPI, the measure Norges Bank focuses on. Norwegian inflation is sensitive to energy and the krone exchange rate. The underlying trend is read from the core measure.
