What it isThe share of people registered as fully unemployed jobseekers ("helt ledige") at the NAV offices, as a proportion of the labour force. It is the jobless gauge the market usually follows for Norway, more timely than the Labour Force Survey.
How it's calculatedA monthly administrative count of people registered at NAV as fully unemployed (without any job, available and actively seeking), divided by the labour force. Reported on a non-seasonally-adjusted (n.s.a.) basis.
Market implicationsA fall points to an improving labour market and stronger labour demand; a rise signals economic weakness. Being an administrative count, it has less sampling error and comes out ahead of the survey, and is watched closely by Norges Bank.
LimitationsIt excludes jobseekers who do not register with NAV and the underemployed ("delvis ledige"), and can differ from the AKU/ILO survey-based rate, which follows a different, internationally harmonised methodology.
