Market implications
In an economy tied to agriculture and energy, with extensive informal work, open unemployment is a partial guide to the labour market. Its trend qualifies the quality of growth rather than directly steering Central Bank of Paraguay policy.
Limitations
Informality and underemployment mean the rate understates labour underutilisation. Being survey-based, it carries sampling error and is subject to revisions and to the variability of the farming season.
