What it is
Measures the share of Peru's labour force that is without a job but available for and seeking work. It is published by the National Institute of Statistics and Informatics (INEI) as the main labour market indicator.
How it's calculated
Derived from the National Household Survey (ENAHO) as the unemployed over the labour force times 100, under ILO criteria and as an annual average. The INEI also publishes a monthly rate for Metropolitan Lima.
Market implications
The open unemployment rate is usually low, so the relevant feature is high informality and underemployment that define the quality of Peruvian jobs. The Central Reserve Bank of Peru prioritises inflation and the sol, but employment weighs on the cycle assessment.
Limitations
Open unemployment understates labour weakness by ignoring widespread informality and underemployment. It is subject to sampling error, seasonality and the gap between the annual national figure and the Lima measure.
