What it is
Measures the total gross debt owed by Romania's general government to its creditors. Compiled by the National Institute of Statistics and Eurostat under the Maastricht definition, it is reported in absolute terms and as a share of GDP.
How it's calculated
Compiled under the Excessive Deficit Procedure (EDP debt) by summing debt securities, loans and currency and deposits at nominal value, consolidated across subsectors. Eurostat publishes the debt-to-GDP ratio on a quarterly and annual basis.
Market implications
As an EU member outside the euro running a high deficit under the excessive deficit procedure, Romania's debt path is key to the rating and risk premium. A deterioration pressures bond yields and the leu, and shapes central bank (BNR) policy.
Limitations
It is a low-frequency series subject to revision. The foreign-currency share makes the ratio move with the exchange rate, and the share of GDP depends on nominal GDP independently of the actual debt stock.
