What it isThe United Kingdom does not publish a monthly building-permits series like the US Census one. Instead, the ONS releases quarterly the number of permanent dwellings started (housing starts), used here as a gauge of residential construction activity. It captures building starts across the four nations (England, Wales, Scotland and Northern Ireland).
How it's calculatedIt is compiled from the reports of building-control services and local authorities that record the start of works across the four UK nations. The number of dwellings started is published, seasonally adjusted, and is usually revised in later quarters.
Market implicationsHousing starts anticipate the path of residential construction, a sector with a large impact on employment, income and ancillary industries. A sustained rise signals developer confidence and firm demand, whereas a fall points to a cooling housing market and economy.
