What it isIt is a public, free gauge of British households' financial sentiment, drawn from the Office for National Statistics' Opinions and Lifestyle Survey (OPN). It is not the market consumer confidence index (that is the private GfK barometer); it measures the share of adults by their situation and expectations.
How it's calculatedThe ONS derives it from a regular survey of a representative sample of adults, with questions on their financial situation and expectations, summarised as percentages. Being a rate, its changes are expressed in percentage points, not per cent.
Market implicationsIt complements the market consumer confidence gauges with an official read on household well-being and finances, useful for anticipating spending. Its direct market impact is limited, but it captures the social pulse of UK consumption.
LimitationsAs a survey it is subject to sampling error and measures perceptions that do not always translate into actual economic behaviour. Its release pattern and qualitative nature mean it is rarely a market catalyst.
